Israel Added to UN Blacklist Alongside ISIS and Hamas for Sexual Violence in Conflict

New York, May 28, 2026 — The United Nations has added the Israel Prison Service (IPS) to its annual blacklist of parties credibly suspected of committing patterns of sexual violence in armed conflict. Israel is now listed alongside groups such as Hamas and ISIS (Daesh).

The decision was announced on May 28, 2026, as part of the annex to the UN Secretary-General’s annual report on Conflict-Related Sexual Violence (CRSV), prepared by the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), led by Pramila Patten.

Details of the Listing

According to reports, the Israeli Prison Service has been formally added to the blacklist. Other Israeli security entities have been placed under a monitoring framework for possible future inclusion.

The UN verified 12 incidents of conflict-related sexual violence perpetrated by Israeli forces — including the Israel Defense Forces (IDF), Israel Prison Service (including the “Nachshon” Unit), Israel Security Agency (Shin Bet), and other units — against Palestinian detainees in facilities such as Naqab/Ketziot, Ofer prisons, and the Etzion detention center. Israel’s Reaction

Danny Danon, Israel’s Ambassador to the United Nations, strongly condemned the decision, calling it a “moral disgrace” and a “complete collapse of the UN’s credibility.”

Danon stated that the UN Secretary-General has placed Israel on the same list as Hamas, ISIS, and the most depraved terrorist organizations. He announced that Israel is suspending cooperation with the office of Secretary-General António Guterres and has canceled planned visits. Israel maintains that the decision is politically motivated, disconnected from facts, and that it had provided evidence and full transparency to refute the allegations.
